This space has been gathering dust as it hasn't been updated in almost a month. Nevertheless, a recent decision by the Greater Vancouver Regional District (GVRD) caught my eye.
The GVRD is, as the name suggests, a regional body for the Greater Vancouver area. Their primary function is co-ordinating water and sewer services throughout the region, although many have argued they have become far too political for a body that is not directly elected (instead being appointed by individual municipal councils).
An interesting (at least to me) side function of the GVRD is the local government function they perform in the very few little bits and pieces of the Greater Vancouver area that, for reasons of history, do not fall within municipal boundaries.
Barnston Island is once such example, and therefore the GVRD, according to the process established by the ALR, must recommend exlcusion for the ALC to consider such an application.
